Workforce Development Analyst

This recruitment will establish an employment list to fill current and any future vacancies within the Workforce Investment Board (WIB). Current vacancy is with the Tulare County Workforce Investment Board (WIB) located in Visalia. 

Typical Duties

 

Assist with development and coordination of various workforce development programs; research, compile and analyze information and data to use in program planning; make recommendations for program development; assist with preparation of grant applications; assist with development of procedures for designing proposals; review, modify and negotiate contracts relative to fiscal program performance; design and implement procedures for subcontractors to fulfill reporting obligations; develop, implement and maintain methods for evaluating and monitoring program performance; review fiscal records for accuracy and compliance to budget; ensure compliance of programs with complex regulations and contract agreements; analyze expenditures, recommend allowable costs and identify appropriate grant cost categories; interpret and disseminate information on various workforce development policies and regulations; develop, implement and maintain workforce and career pathway programs; provide coordination for occupational skills training; assist in the preparation of agendas and briefing materials; attend WIB and committee meetings; make presentations to the WIB, Board of Supervisors and subcontractors; develop and maintain partnerships with business and education; engage businesses and other partners in regional collaborative opportunities and workforce initiatives.

 

Minimum Qualifications

 

Education - Graduation from an accredited college or university with a bachelor’s degree in business administration or related field
 
Experience- One (1) year of responsible administrative experience involving project management and oversight.
 
Knowledge of - Statistics used in preparing grants, reports, and labor market studies; Department of Labor guidelines, rules, regulations as they pertain to Workforce Innovation and Opportunity Act (WIOA); budgetary techniques.
 
Skill/Ability to - Read and interpret technical, legal and financial material and apply to a variety of workforce development programs; monitor and evaluate program performance; compile and analyze information and formulate recommendations; provide technical information and assistance on workforce development programs; develop monitoring tools for assessing performance, reviewing financial and client records and conducting exit interviews with subcontractors; read and write technical data in plans, letter, reports and recommendations; design forms to record pertinent information; design systems for retention and retrieval of data; organize data in graphic format; collect, tabulate and analyze employment and training data for use in planning; write effective and concise correspondence and reports; use various community resources for program planning, research and dissemination of information; establish and maintain effective working relationships with a wide variety of individuals, groups and organizations; disseminate information through written and verbal communication; organize workload and set priorities; remain flexible to changes in workload and work assignments, understand and use appropriate technology to create reports, presentations, and tools. 
 
License or Certificate
Possession of, or ability to obtain an appropriate, valid California driver's license.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
